I honestly thought they already were. Granted, the daycare my kid is in has them, so I'm glad they didn't need a law to tell them to do it.

Fast: chip the foam back slighly below flush with the wall. Skim coat with spackle. Paint.
More: if you want to pull it apart, put a collar on it, kind of an escutcheon to cover the seam between wall and pipe.
Most: box it in. Build a frame, drywall that, and then never, ever see it again.

Taken together, the company is only requires to get consent if 1) it processes the information, and 2) it is directly done for services direct to children.

All the Smithsonian’s are close to each other. The air and space is a 5 min stroll across the mall from Natural History which is my personal fave. Also seconding Dan’s Cafe and Tune Inn as dives. Dan’s cafe is a real, real dive tho, so adjust expectations accordingly :-)

"Faith" is a whack-a-mole kinda term. Its definitions can change completely depending on the sentence its used in, as long as at the end if it you think you've made an argument for your beliefs.
