There's a lot of really good HVAC guys who do side work who will give you a reasonable price. As an HVAC guy, my advice would be to say "give me an install how your do it in your own house." And pay what they want and I promise you'll have a good running system that'll last years to come.

College graduates have problems getting hire from lack of experience. The DOT has strict regulations for how work zones should be marked. If you feel like a work zone has come up unexpectedly, it's very possible that the contractor is violating these regulations. If/when it happens to you again I would genuinely recommend calling the DOT to report what you see.
