I understand it's a slippery slope argument, but honestly? These communities can reap what you sow. There's been a jug of piss on 322 between Philipsburg and Port Matilda. It's been there almost 2 years. It's about a mile from an adopt a highway sign. A Penndot depo is a little further up the road.

I made this map just for fun as a thought experiment, and Philly and Pittsburgh wound up on opposite sides since I figured mountain ridges would be a good time zone boundary.
This would be the year round time, Philly would use a continuous eastern daylight time (what we have now), Pittsburgh would keep the eastern standard time (what we had in the winter)

There's some instances where there are exceptions to sovereign immunity like dangerous road conditions. I think there's a similar law that covers the municipalities too.

Nah that's not true you gotta prove that your car was safe and their property damage it.
My buddy got them to replace his subframe and control arms, rack and pinion, etc when a steel plate demolished it

I can’t say with certainty if you’ll be excused, but many years ago I claimed hardship based on having a young toddler at home and no external childcare services — or family in this state. It took an actual phone conversation, but I was released.
I will be serving next week, fifteen years later.
