Yes for DUI if you show your card to the officer (generally shouldn't do that, but could see edge situations in which one might choose to, such as being caught with cannabis during a stop) and Yes true for the license to carry.

Worse, can't even legally possess a gun at all under federal law. The reply below is incorrect. While the state legislature can debate state law regarding concealed carry, that doesn't change federal law, which doesn't permit possessing a gun at all.

Many will point out police can't easily access the cannabis card database. Correct. However, if one is caught in a situation involving a firearm, such as using in self-defense or the firearm is stolen and used in a crime by someone else, the issue could come up. Admittedly the risk is small, but very real. Federal law needs to be changed. Until then it's legally one or the other. Card or gun.

Law Enforcement in PA does not have access to the DOH database of cannabis card holders. The DOH will not share that information with them it is protected info, the only way the cops will know is if you tell them or they see your weed card. I just don’t keep mine anywhere near my license. As for concealed carry, I wouldn’t none of the law around it is settled yet.

The PUC mandates that utilities negotiate for their default rate at times that were pre-set by each utility. PPL does so every 6 months, MetEd/First Energy does so quarterly. It is done by closed bid. PPL doesn’t shift customers to suppliers the PUC won’t allow it even when doing so would demonstrably save the consumer money. If you are using PPL as your default supplier you ignored their many warnings last year that rates were set to increase and to lock in a new rate. You can get as low as 9cents per Kwh shopping your rate.

We have horrible roads , highest gas tax , highest public university tuition and most poor cities in the country like Philly being the poorest largest city in the USA

Also bunch of small poor cities

Ps .. forgot low quality schools and crazy high real estate taxes to support them

You described the Harrisburg area perfectly. You have plenty of hospitals to choose from. Areas that are more rural: West Hanover, fishing creek, lewisberry, Halifax. The area between mechanicsburg and Carlisle (boiling springs sort of) can be nice but it's getting more expensive.

I wouldn't venture in to Hershey as it's much more expensive and living in somewhere like west Hanover township or even annville/palmyra will allow you cheaper living with quick access to shopping and amenities in Hershey. Hummelstown is a nice little town, but also getting more expensive and not as much rural area left with the new developments popping up.

If it were me, I would find a place in fishing creek. It's only 15 min from Harrisburg city, super quiet, close to shopping on the west shore, and close to some hiking areas. It can be expensive but you typically get a few acres if you are willing to pay for it.

As someone born and raised in the Poconos, I would avoid the Poconos area as it’s filled with transplants from NY and NJ and the area as really seen a steady decline. I moved north outside Scranton where people are friendly and the cost of buying a house is much cheaper. There’s good internet, lots of forests and state parks, plenty of hospitals and any kinda shopping you could wish for in Dickson city.

Only semi-related but my daughter and I went to a lecture given by a Professor from Lycoming College on Eastern Hellbenders. Wonderful little creatures that were believed by local yokels to be responsible for eating all the fish so local yokel community leaders had an actual bounty on them back in the 1920's. Turns out they don't eat fish at all.
