My local utility keeps replaced poles and damaged poles in their yard just for this type of project. A chain saw and a truck is all you need.

I wouldn't remove the tank. Be careful with the lid though.

The diffuser should be in the opening at the bottom. The spot where that narrows is where it should unscrew.

A lot of chrome in a small picture. I think I see a connection point at the top of the flare on the bottom. Feel the opening and make sure that there is a diffuser.

Please google the name on the valve and check for "Scald-Guard or something similar. It's a feature that prevents children or mentally deficient adults from burning themselves. In my experience there is a plastic ring with a tab that stops the handle from turning past a certain point. You .entire it goes 90° in one direction and 180° in the other. That's exactly how scald-guard works on a Delta faucet.

Is that building site built and attached to the ground or is it something that is on skids and could be moved? I've built potting sheds and shops that were site built but not connected to the earth so they weren't permanent. This kept them from being taxed but I wonder if the HOA might make a distinction.

It's yours. Do what you want but 2 screws through plywood into a joist is nothing compared the the safety and reliability it would give you.

My city will respond and see if it might be their fault and, if so, do what they can. Another option I often use is a bladder. It's heavy gauge rubber and screws on a garden hose. Then push the bladder into the hole your dad made. Push it in where it's a couple of feet in and turn on the hose and it usually pushes whatever down the line. But check with your city's wastewater department first. It might save a lot of time.
