Dont be subtle. Tell them direct right away. Ive done that by accident opening the door thinking it was a friend coming over. Cut them off mid sentence said I'm not interested, let the dog bark as I turn and close the door.

didnt someone pull and parse through the water bill data a few months ago?
I want to say they total the amount of $$ outstanding by larger entities that just single homes. It was a pretty large sum.
