On my way to my car this morning I saw an FBI police car pulling over a car with expired tags-which I found interesting since Chinatown Park is exactly near FBI facilities, but if MPD/DC won’t take care of the issue-then at least the FBI police will! I guess FBI police have jurisdiction now over by Chinatown too? The driver must have shat themselves when the cop wearing FBI police gear walked to their window!
The map attached to this MOU between MPD and FBI police doesn’t appear to include the area of the stop. https://mpdc.dc.gov/page/cooperative-agreement-federal-bureau-investigation-police-and-mpdc

The FBI's MOU was slightly expanded in 2012 per the map on the bottom of the page you shared: https://mpdc.dc.gov/sites/default/files/dc/sites/mpdc/publication/attachments/fbi_expanded_jurisdiction_boundary.pdf
If the original traffic infraction occurred within the boundaries and the FBI Police witnessed it, the actual location of the stop doesn't really matter. It's likely the person that was pulled over did something egregious the block or so just before and an FBI Police Officer witnessed it and pulled them over as they crossed the invisible jurisdiction line.
